It is based in Changchun, northeast of China, a city known as the birthplace of Chinese optic-electronic technology. The company is advised and operated technically by highly-skilled engineers and technicians, many of whom were senior engineers and. senior technicians previously employed at the  Changchun InSTITUTE OF OPTICS, FINE MECHANICS AND PHYSICS CHINESE ACADEMY OF SCIENCES.
